SCL Fanout

Input: SCL link, received by standard mezzanine

Function:

This is NOT a full function geographic sector.  It links to VME cards in a
geographic sector controlled by an Alpha Administrator and a MBT card receiving
the full SCL.  The Alpha is responsible for handling the full protocol for the
crate.
    
Screen out all messages except L1 accepts.

Format the message (preferably as done by MBT card), extracting:
1) relevant L1 Qualifiers
2) L1 crossing number

Fan out this information to 12-16 SLIC cards
    preferably by a Cypress 160 (maybe 320???) transmitter, sent by coax cable
    to a "standard" SLIC input.

Can live in VME, but does not need VME functionality.
    preferably 9U card to live in L2 crate; if crate were too crowded, could
    be 6U in another crate, but probably not required.
    Single width.
