NOTE:

The above layout assumes that within each "pair" of BLS racks (e.g. PC00
and PC02) that  the lowest SECTOR  Number is in the  right hand rack top
crate near the right  hand side of the crate   (when facing the front of
the rack), and that eta increases from right to left through a crate and
going down the crates in a rack.
