There are two official deadlines for the TDR:

• 31 October 1998: First Draft - at least detailed outline and figure captions (?)
• 31 March 1999: Final Draft

The working outline is below. While there is a severely limited page allowance, we are ignoring it with the plan to produce an ATLAS note from the original document. The [ ]'d numbers refer to the complete document's outline structure.
