CMX data decoder based on sort (Bacher odd-even merge sort).

Nov 7 2014 Pulled out 99% of the logic from the original approach by Pawel. This implements a Bacher odd-even merge sort and takes upper 32 positions of the result to be loaded onto the Topo encoder and TX.
